Buying Property in Portugal as an International Buyer

Understand the Portuguese buying process, costs and practical steps — with guidance tailored to where you are buying from.

  • For buyers purchasing from outside Portugal

Where are you buying from?

Where are you buying from?

Choose the country you are buying from. We will show the guidance written for that audience — nothing else changes, and no tax treatment is assumed.

What is the same for international buyers?

Wherever you are buying from, the Portuguese side of the transaction follows the same broad shape.

  • Understand your budget

Include purchase taxes and transaction costs, not only the property price.

    Costs and taxes
  • Prepare your Portuguese NIF

Portuguese tax identification is part of the purchase process.

    About the NIF
  • Decide how you will fund the purchase

Cash, mortgage and international transfer arrangements should be prepared early.

    Financing as a non-resident
  • Check the property

Ownership, registration, licensing and transaction-specific documentation may need review.

    Due diligence
  • Understand what you sign

Reservation documents and the CPCV may create material obligations.

  • Complete and register the purchase

The acquisition concludes through the appropriate Portuguese completion process and subsequent registration.

What can change depending on your circumstances?

These are the variables that genuinely change costs, documents and timelines. Your nationality is not one of them.

  • Portuguese tax residence

Whether you are a Portuguese tax resident, and whether the property will be your permanent home, can change the acquisition tax table that applies.

  • Intended use of the property

Permanent home, second home, rental investment or resort use lead to different tax treatment, documentation and practical checks.

  • Cash versus financing

Financing adds a valuation, lender documentation, additional stamp duty on credit and a longer, less predictable timetable.

  • Buying personally or through a structure

Acquiring through a company or another structure changes the documentation, the tax analysis and the advice required.

  • Existing home versus off-plan

Off-plan purchases involve staged payments, specifications and completion milestones that resale purchases do not.

  • Residential property versus tourist resort unit

Resort and tourist units carry their own licensing, management and contractual arrangements.

  • Buying in person versus remotely

Remote purchases rely on representation, legalised documents and translations, which need to be arranged in advance.

  • Home-country tax and reporting

Your own country may have tax or reporting consequences for owning property abroad. That is a matter for advisers qualified in that country.

Your country of origin and your Portuguese tax residence are not the same thing. Tax calculations should use your actual circumstances.

Understand the cost before you buy

International buyers should separate the different layers of cost rather than budgeting from the asking price alone.

  • Purchase price

The agreed price for the property itself.

  • Portuguese purchase taxes

IMT and stamp duty, calculated from the price or taxable value.

  • Professional and completion costs

Legal, notarial and registration costs of completing the purchase.

  • Financing costs

Valuation, arrangement fees, insurance and stamp duty on credit where a mortgage is used.

  • Currency transfer costs

Conversion and transfer charges when funds start outside the euro area.

  • Ongoing ownership costs

IMI, condominium contributions, insurance, utilities and maintenance.

International buyer questions

Can foreigners buy property in Portugal?

Yes. Portugal does not restrict property ownership by nationality, and buyers do not need to be Portuguese residents to purchase. The practical requirements — Portuguese tax identification, funds, documentation and completion formalities — are the same in outline for everyone.

Do I need to live in Portugal to buy?

No. Residence is a separate matter from ownership. Many international buyers purchase while living elsewhere and never become Portuguese residents.

Does buying property make me a Portuguese tax resident?

No. Portuguese tax residence depends on your own circumstances, such as where you live and how long you spend in Portugal, and is not created by owning property.

Does my nationality change the tax I pay when buying?

No. Portuguese acquisition tax depends on factors such as the price or taxable value, the type of property and whether it will be your permanent home — not on your passport.

Do I need a Portuguese NIF?

In practice, yes. The Portuguese tax identification number is used to settle taxes, complete the purchase and register your ownership.

Can I complete the purchase without travelling to Portugal?

Often yes, through a representative acting under a properly drafted power of attorney. The formalities depend on the transaction and the documents being signed.
